Anh Selissen serves as the Chief Information Officer at the Texas Department of Transportation (TXDOT). She is honored to be a part of this mission-critical agency and to be a part of the TXDOT family. Anh has served as the Chief Information Officer for the Texas Department of Transportation (TXDOT) since September 2019. In this position, she serves as a principal technology advisor to TxDOT’s Executive Director and the senior leadership team. Her role is responsible for transforming the agency’s technology portfolio to exceed the expectations of the customers to meet the mission of the agency – To Connect You with Texas.

Anh has led information technology organizations in both the public and private sectors. She previously held positions as Chief Information Officer at NuStats Inc., Director of Enterprise Systems at the University of Texas at Austin, and Deputy CIO at the Texas Comptroller’s Office. Among several professional affiliations, Anh is President of TASSCC and IT Chair of the State Agency Coordinating Council. In each of her leadership roles, Anh has built a diverse range of experience working across the organization to deliver IT services to meet the needs of the organization and customer community. She is passionate in providing strong customer service and strives to work with her team to provide support and services to the organization and their customers. This has resulted in improved interactions with end-user communities and positive positioning of the organizations.

Anh was recently awarded the 2019 Austin Women in Technology - Women in Tech Excellence Award.

Dana Chapman - President-Elect

University of Texas at Austin, Associate Vice President, Enterprise Business Information Technology Solutions

Dana serves as the Associate Vice President for Enterprise Business IT at UT Austin; working in partnership with campus leaders to provide strategy, planning and operations for business applications, middleware, QA, security, accessibility, service desk, operational support, and training. Dana helped establish the current IT governance structure on campus, chairs one of two IT Councils and established and leads the international Workday Research University User Group.

Dana’s career includes a variety of roles at UT Austin including leadership positions in central IT, business units, and has led many transformational business and technology projects throughout the years. Dana is a former lecturer at UT Austin. During 2012 and 2013, Dana was fortunate to have the opportunity to work at the Texas Comptroller of Public Accounts as a Director responsible for IT systems as the PeopleSoft Statewide ERP (CAPPS), Treasury, Statewide Fleet operations, USAS, SPA, HRIS, TINS, SPRS and USPS.

Dana has contributed to a variety of efforts to promote the strategic use of technology in higher education; most notably the book “Innovation in Student Services: Planning for Models Blending High Touch/High Tech”. Dana is the current Treasurer of TASSCC and has served TASSCC in many different ways since 1995 with a particular passion for the organization and its importance in bringing together IT leaders and vendor partners throughout the state. Dana has volunteered to assist in the streamlining of operations at a variety of organizations including St. Jude Children’s Research Hospital, St. Edwards’s University, the City of Austin, Ford Motor Company and the University of California, Berkeley. She led the creation of the UT Austin IT Excellence Endowment in honor of her late mentor and former TASSCC board member, Cathy Lester.

Dana received an MBA from St. Edward’s University and BBA from The University of Texas at Austin. Dana is a certified Project Management Professional (PMP), certified facilitator, certified in training facilitators, and ITIL certified.

Lisa Petoskey - TASSCC Past President
Lisa Petoskey - Past President
Texas Department of Family and Protective Services
Term: Expires August 31, 2022

Lisa Petoskey has worked in Information Technology for over 25 years in both the public and private sectors and currently serves as the CIO for the Department of Family and Protective Services (DFPS). Prior to joining DFPS, Lisa served as the Division Chief for IT for the Office of Attorney General, Child Support Division. Prior to joining Child Support in June of 2013, Lisa served as IT Director for the Texas Water Development Board. She has also worked at the Electric Reliability Council of Texas where she served as the Director of Application services. Lisa began her career as a developer for the State of Illinois and eventually became IT Manager for both the Illinois Gaming Board and for the Illinois Commissioner of Banks and Trust Companies. Subsequent to working for the State of Illinois, Lisa spent several years at KPMG Consulting where she managed multiple client engagements. Lisa holds a bachelor’s degree in Business Management with an IT concentration and a master’s degree in Management of Information Systems from the University of Illinois. She also holds certifications in project management, ITIL Foundations and she currently serves as the TASSCC President.

Cory Wilburn - Treasurer

Texas General Land Office, Implementation Director
Term: Expires August 31, 2022

Cory is the Chief Information Officer (CIO) and Information Resource Manager for the Texas General Land Office (GLO), serving as a trusted partner to the agency’s senior leadership. The GLO has a diverse mission that includes managing a multibillion-dollar real estate trust that helps fund education, providing benefits to Texas veterans, protecting natural resources on the Texas coast, and managing historic treasures like the Alamo. As CIO, Cory is responsible for all aspects of information technology for the GLO’s different lines of business, including innovation, strategic planning, and operations. His team aligns the agency’s technology resources to support business goals, providing innovative solutions that drive continuous improvement throughout the organization.

Cory has 21 years of experience in IT, covering a wide range of roles that includes software development, business and systems analysis, project management, and enterprise architecture. He has a bachelor’s degree from Texas Tech University and is currently pursuing a master’s degree in Business Administration. Cory is a recent graduate of the Governor’s Executive Development Program and currently serves as the Secretary of TASSCC.

Heather Hall - Secretary

Texas Workforce Commission, CIO / IT Director

Heather serves as the Chief Information Officer (CIO) at the Texas Workforce Commission. Her 19-year state career includes serving as the Director for Strategic Decision Support at the Health and Human Services Commission; the Project Management Office Director, Deputy CIO and CIO at the Department of Aging and Disability Services (DADS); Project Manager at the Texas Comptroller of Public Accounts; and other roles within DADS, Department of Human Services and Office of the Attorney General.

Throughout her career, Heather has volunteered her time and professional skills to several professional organizations including Project Management Institute (PMI), Austin Chapter (President, Vice President of External Services, and Professional Development Day Director); Executive Women in Texas Government (Vice President/Conference Chair and Communications Director); and State Agency Coordinating Committee, IT Subcommittee (Vice Chair and Chair).

Heather is a PMI-certified Project Management Professional and holds a bachelor’s degree in Latin from Baylor University, a master’s degree in Library and Information Science from The University of Texas at Austin and a Ph.D. in Information Science from The University North Texas.

Jennifer Buaas joined the Texas Department of Information Resources team in 2005. In her many capacities at DIR, she has served as a research analyst, Salesforce.com developer, business analyst, and Director of Digital Government. She is currently the Director of Engineering and manages the Shared Technology Services (STS) portfolio of projects.

Jennifer grew up in Austin and attended Bowie High School, graduated from Texas A&M University with a Bachelor of Science in Agribusiness and received a Master of Business Administration from LeTourneau University. She is a graduate of Leadership Texas Class of 2012 and a graduate of the 2016 Executive Leadership for Information Technology Excellence (ELITE) program.

Dr. Leebrian Gaskins is the first and current Associate Vice President for Information Technology/Chief Information Officer overseeing the Office of Information Technology at Texas A&M International University. The Office of Information Technology manages IT infrastructure, academic and educational technologies, enterprise applications, end-user support, and information security. As a member of TAMIU’s executive leadership, Dr. Gaskins supports the university efforts in strategic planning, budgeting, business continuity, student success, and process improvement initiatives.

At present, Dr. Gaskins has over 25 years of experience in higher education information technology with twelve years as CIO. Dr. Gaskins holds a Ph.D. in International Business Administration with a concentration in Management of Information Systems from Texas A&M International University. Dr. Gaskins also holds a MBA, MA in Technology Education, and a BA in Psychology from West Virginia University. He is a graduate of the Texas Governor’s Executive Development Program and Lyndon B. Johnson School of Public Affairs Executive Leadership for Information Technology Excellence.

He serves as a member of The Texas A&M University System’s Chief Information Officer Council and is a founding member of the South Texas A&M Chief Information Officer Council. Also, Dr. Gaskins is adjunct professor in the Division of International Business and Technology Studies at TAMIU teaching Management of Information Systems, International Business, and Business Administration. His professional and research interests include data security, information technology governance, information technology compliance and risk management, and technology issue facing higher education from an administrative and academic such as process improvement and technology in pedagogy.

William A. (Butch) Grote Jr.’s professional career might best be described as diverse and colorful. As a consummate user of automation, technology, project management and e-commerce, he understands and uses technology to aid in identifying ways to save time and money and to streamline virtually all aspects of a company’s day-to-day business and operations.

In addition to working with computer software and hardware for more than 35 years, Butch has a degree in Computer Science and Management, has helped take several start-up companies public, has managed and mentored employees, has been an executive staff member acting in as a liaison between several CEOs and engineering departments.

Butch attended St. Edward’s University, where his core studies were computer science and management. He quickly developed rapport with his professors and was well armed with years of actual experience.

Serving as the Alpha Sigma Lambda honor society president his junior and senior years, Butch graduated with honors in 1995 and was awarded the university’s highest honor: the “Presidential Award”.

From 1976 to 1981 he managed numerous Radio Shack stores and received his first taste of automation design and integration.

From 1981 to 1995 Butch held various titles at the Texas Department of Transportation, headquartered in Austin, TX and was the agency’s network/automation administrator for the Texas Department of Transportation. From July 1995 through March 2003, Butch served as the General Manager, Operations Director, Compliance Director and Special Projects Engineer reporting directly to the CEO at GameTech International Inc., then headquartered in Tempe, AZ.

In March 2003 Butch transitioned to a new role as Vice President and General Manager, once again reporting to the CEO at Metro Automation Inc., headquartered in Irving, TX.

In February 2007, he joined the executive management team of Beneplace Inc., where he reported to the CEO. His primary responsibilities were within the Operations, Information Technology and E-commerce areas focusing on product/project management and general management.

In April 2010, Butch returned to State government at TxDOT and began a mission to search for a senior management position. From December 2012 TO June 2015 Butch served as the IT Operations Manager for the Texas Facilities Commission.

In July 2015, Butch joined the Texas Department of Agriculture as the Chief Information Officer (CIO) and Information Resources Manager (IRM) where he provides leadership for the agency’s technology roadmap, management of information technology services, automation systems, systems architecture.

Texas A&M University System, Deputy Chief Information Officer

Mark Schulz is an IT leader, professional, and developer with over 35 years of experience in information technology, software, business intelligence, networking, management, and IT operations. As the A&M System’s Deputy Chief Information Officer and IT Enterprise Architect, he leads the team of IT and business professionals that create, deliver, implement, and support the enterprise applications of the Texas A&M University System. In December of 2017, the A&M System went live with a full suite implementation of Workday HCM across all 21 state agencies that comprise the A&M System.

Mark’s early career was that of an enterprise application developer. He led teams that implemented, wrote, and supported applications for student, finance, and research administration software systems. In the 1990’s he worked for an international communications company. Rising to Vice President, he developed a passion for business intelligence, data warehousing, and analytics.

Chuck Turner - Board Director

Employee Retirement System, Chief Information Officer

Chuck Turner is the Chief Information Officer for The Employees Retirement System of Texas (ERS). Chuck joined ERS in 2009 as a business analyst manager and was promoted to CIO in 2015. As CIO, Chuck is responsible for aligning technology and InfoSec strategy with the agency’s business strategies. He is also responsible for managing overall IT operations and ensuring sound infrastructure. Prior to joining ERS, Chuck worked with Dell’s Global Information Systems on Enterprise Data Warehouse projects. Subsequent to Dell, Chuck worked with companies producing multimedia financial and regulatory products in the banking industry. He has more than 20 years’ experience in leading information technology strategy and product development. Chuck earned his BBA from Texas A&M University.
